Event ID 1051 - The DHCP/BINL service has determined that it is not authorized to service clients

Symptom: After you install SP on a Windows 2000 with RIS server or DHCP server, you may receive the following Event ID: 1051 - The DHCP/BINL service has determined that it is not authorized to service clients on this network for the Windows domain: chicagotech.net

Resolution: You receive this event message because either the RIS or DHCP server is not authorized in your Active Directory. To resolve this problem, you may want to re-authorize your Windows 2000 RIS server or DHCP server in the Active Directory.

A. To re-authorize your Windows 2000 RIS server, follow these steps:

1. Open DHCP from Administrative Tools.

2. Right-click DHCP in the upper-left corner of the DHCP screen, and then click Manage Authorized Servers. If your server is not already listed, click Authorize, and then enter the Internet Protocol (IP) address of the RIS server. When you are prompted, click Yes to verify that the address is correct.

3. Restart the DHCP server.

To re-authorize your Windows 2000 DHCP server, follow these steps:

1. Add the following DWORD value in the registry:

1) Start Registry Editor (Regedt32.exe).

2) Locate and click the following key in the registry: HKEY_LOCAL_MACHINE\System\CurrentControlSet\Services\Dhcpserver\Parameters.

3) On the Edit menu, click Add Value, and then add the following registry value: Value name: DisableRogueDetection, Data type: REG_DWORD, Radix: Binary, Value data: (Hexadecimal) 1, which will be saved as 0x00000001.

4) Quit Registry Editor.

2. After you have added the preceding value, restart the server for the setting to take effect.
