Problem
Vista Standard user with parental controls cannot access internet

Solution
Login as administrator user
click start
type Parental Controls in search
Click on the Parental Control Program showing in the list pf programs

Click on one ofthe Standard User Accounts
Turn on Parental Controls and
select the web access restrictions required.
