Domain Controller demotion failed (DC=ForestDnsZones

When trying to demote the old SBS 2003 server received this error.
Active Directory could not transfer the remaining data in directory partition
DC=ForestDnsZones,DC=xxx-equipment,DC=com,DC=au to domain controller \\xx-login.xxx-equipment.com.au.

The directory service was unable to transfer ownership of one or mor floating single-master operation roles to other servers

I followed the instructionms from here http://technet.microsoft.com/en-us/library/cc706993.aspx
using ntdsutil on the SBS 2008 server to remove the SBS 2003 server from the domain
Then I ran dcromo on the SBS 2003 server to demote the server which now worked without errors.

The easiest approach is to use the /forceremoval switch.
It is a trivial an safe matter to cleanup the metadata after the fact.
Simply follow the procedure in KB216498

The other way to deal with this is to use NTDSUTIL and delete
DC=ForestDnsZones,DC=business,DC=auburn,DC=edu
prior to demoting the box.
