Internet Explorer cannot display the web page

Problem
PC was working normally
now can only browse to google sites and gmail. When browse to any other web sites they get blocked
and receive message
Internet Explorer cannot display the web page

We can start in safe mode with networking and the pc can access all web pages
We have tried disabling all the startup and services using msconfig and the pc cannot access web pages

The PC is a HP Notebook, with Norton Internet Security (NIS) 2008 which we upgraded to NIS 2009 and still no solution

The PC also has the Firefox browser installed and the same issues occur in Firefox.

Check the DNS settings on the network TCP/IP
This PC had them manually set and the ip addresses for the DNS servers was probably not allowing and dns query results from sites other than google. The laptop was being used away from the normal users home IP.

Apparently viruses and the removal of program’s like Norton’s and CA Anti virus can cause corruption in the winsock components of XP and the result is busted networking. Running this command will reset the whole winsock subsystem.
Another handy one that has helped me out in a few situations like this is netsh int ip reset resetlog.txt Do it from a command line and have a look at the log, it does lots of cool stuff that can fix a huge amount of problems with windows networking.

I had another PC that could not access any web page.
It was able to send and receive email ok.
But It would get the error
Internet Explorer cannot display the web page

However we could access secure sites such as https://www.nab.com.au

The solution for this problem was to uninstall the AVG Anti virus and then reinstall the latest AVG version.
