PC reboots on startup

I had a PC that would not start in either SAFE mode or Normal mode. It would start with the Windows XP sign then a quick BSOD (Blue Screen of Death) and it would reboot. ie continuously reboots

When Windows XP begins to boot up and you see the message Please select the operating system to start or hear the single beep, press [F8] to display the Windows Advanced Options Menu. Then, select the Disable The Automatic Restart On System Failure item and press [Enter]. Now, Windows XP will hang up when it encounters the error and with any luck, it will display a stop message you can use to diagnose the problem.


My Solution.
I ran a memory test using a MEMTEST86 bootable CD and this passed.

I booted off the Windows XP CD and selected R at the first screen prompt to get into the Recovery console, then ran CHKDSK C:/R to check the drive for errors. It completed saying that errors were fixed.

The PC could now start normally, the PC had a Western Digital 750Mb Hard Disk, I downloaded the Western Digital LifeGuard program and installed and ran a Short test which failed then a Long Test which passed.

When I turned on the option to not restart the PC on error
I found the stop error C0000218 Registry File Failure
Cannot load the Hive
C:\Windows\System32\Config\Software
