STOP: C000021a {FATAL System Error}

I have a new HP Computer, after I installed the latest windows updates the computer would not reboot. It would crash on startup. I went into safe mode and selected to disable auto restart on crash.
When the PC starts now it stops with a BSOD Blue Screen of Death
STOP: C000021a {FATAL System Error}
The Windows Logon Process system process terminated unexpectedly with a status of 0xc0000135 (0x00000000 0x00000000)

I cannot boot into safe mode with F8 key as it blue screens.
So I tried booting from a XP Pro CD-ROM selected Safe Mode Command Prompt
now the PC blue screens with a Stop 0x0000007B (0xF78D2524,0xC00000034,0x00000000,0x00000000)

My Solution was to reinstall the Operating System from the HP restore CD's. I am no using the McAfee Anti-Virus on he HP CD's so I selected not to install McAfee.

I am not sure but in the original install I selected not to use the McAfee Anti-Virus and it may not have removed all the pieces as the Kaspersky install failed as it said a McAfee component was still active.
