Epsilon fails to start L1Launch Run-Time

L1 Launch Run-Time error -2147467259 (80004005)
Failed to Write String Data

The fix was to
1. give the user administrator access
then go into

c:\Program Files\Epsilon
and run each of the Applications in that folder.
one of them seems to update a variable somewhere.
Revoke the administrator access on the user
Now the Epsilon program will run.
