"always use this program to open these files" is dimmed

I have a Citrix Server and we cannot change the file associations
When you right click on a file and select Open With
the option to change the file association is greyed out.
"always use this program to open these files" is dimmed or greyed out.

Also from Tools Folder options the ability to change the association in the File types with the Change button is greyed out.

I found a third party tool called FileTypesMan
http://www.nirsoft.net/utils/file_types_manager.html
However it does not allow me to create any file associations.

This site mentioned changing the policies in the registry

1. As the local adminsitrator on your PC, Run 'regedit' tool and dial down to [HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Windows\CurrentVersion\Policies\Explorer]
2. right-click on the NoFileAssociate key, and select modify
3. edit the "Value data:" field to 0 (zero)and select OK.
4. the NoFileAssociate entry should now be:
"NoFileAssociate" "REG_DWORD" "0x00000000(0)"
5. Close the registry editor tool
6. You may need to logoff and log back in to see the changes. Then modify your file associations through the GUI as per usual. Your edit options should no longer be grayed out.

I did not have access to change the registry so this may point to a policy restriction on the server
So I made the user an administrator of the server and we now have access to the file association after we modified the registry policy for "NoFileAssociate"
